On 27 November 2013, the General Assembly of the World Expo governing body Bureau International des Expositions (BIE) named Dubai as the host of Expo 2020. Originally scheduled for 20 October 2020–10 April 2021, Expo 2020 was in May 2020 postponed to 1 October 2021–31 March 2022.
On 18 December 2017, the Swedish government made the formal decision that Sweden should participate at Expo 2020 Dubai. The purpose of the Swedish participation is to increase Swedish export, attract more investments and tourism to Sweden and to improve the nation branding of Sweden abroad. Minister for Foreign Trade Anna Hallberg is the Minister responsible for the Swedish participation at Expo 2020.
The participation is the Swedish government’s largest investment on export and investment promotion ever. The Swedish participation at Expo is a shared financial commitment between the government and the private sector with each party contributing with 50 percent each.
In 2018, an architect competition was being held to decide the design of the Swedish pavilion. On 6 December 2018, a proposal presented called “The Forest” by Alessandro Ripellino Arkitekter, Adrien Gardère Studio, Luigo Pardo Architetti was announced as the winner of the competition. The formal start of the construction of the Swedish pavilion occurred on 8 October 2019 in Dubai with attendance of the Swedish Minister for Foreign Trade Anna Hallberg. Instead of a traditional Ground Breaking Ceremony, a Ground Planting Ceremony was held to highlight the face that for every tree used to build the Swedish pavilion, three new trees are being planted.
The Committee for Sweden’s Participation at Expo 2020 in Dubai was created to manage the Swedish participation. The Committee has the overall responsibility for ensuring a successful, broad and inclusive Swedish participation at Expo 2020 and the Committee is thus made up of representatives from a variety of different sectors of society.
